The Ministry of Education, Science, and Technology has approved the ‘Teacher Transfer Guidelines, 2081’, which eliminates the requirement for teachers to run around for transfers personally. The new directive mandates that when a teaching position becomes vacant, the information must be uploaded to the Integrated Educational Management Information System (EMIS) within seven days, with notice sent to the respective local government. Local authorities are required to publish this information on their websites. The central authority will then display the updated vacancy details on its website for public information.
Teachers interested in transferring can now submit their applications with the consent of their current school. After the application deadline, the school’s principal must verify and display the applicant’s details on the school’s website and notice board.
The guidelines also establish a priority ranking procedure for transfers. Within three days of the application deadline, schools must provide transfer consent to the highest-ranked applicants.

For transfers within the local government area, local authorities must complete teacher management procedures within five days. For inter-district transfers, local governments must provide consent within three days and forward the application to the relevant unit. After receiving consent, the unit must review the documents and make a transfer decision within three days, informing the concerned teacher, school, and local government.
The guidelines prohibit transfer approvals if the vacancy details are not updated in the Integrated Educational Management Information System. They also specify conditions under which transfer consent cannot be granted and include provisions for legal action if any fees or assistance are exchanged during the transfer process.

A special provision allows for the transfer of teachers in exceptional circumstances, including those with life-threatening illnesses, disabilities, mothers with children under three years old, and teachers with maternal and child health sensitivities.
The Ministry stated that these guidelines aim to make teacher transfers in community schools more simple, smooth, systematic, predictable, objective, and transparent.
