In the first stage of the written examination (Stage-1) there will be a preliminary examination. The written examination plan as given in Table (1) and Table (2) above will be mandatory for all groups of non-technical (Foreign, Administration, Audit and Parliament) services. But for the Nepal Foreign Service, additional letter topics will be included as per Table (3). Based on the combined and integrated examination system, the content of the first, second and third papers/subjects will be common and compulsory for all groups of services mentioned above. For all service groups except the above-mentioned Nepal Foreign Service, the subject matter related to fourth letter service group will be the same (Common). But for Nepal Foreign Service it will be as per table (3).

Adhikrit Second Third Fourth Paper Syllabus with Foreign Affairs Service Extra Paper Syllabus
The medium of written examination will be Nepali or English or both Nepali and English. But for Nepal Foreign Service, the medium of examination for additional papers/subjects as per Table (3) will be English.
If a wrong answer is given to an objective multiple choice question, 20 percent will be deducted for each wrong answer. But if the answer is not given, then no death will be given and the limb will not be amputated.
No type of calculator can be used in the exam with multiple choice questions. 8. The number of questions asked in the examination, the sections and the weightage will be as given in the relevant paper/subject as far as possible.
In case of thematic questions, there will be separate answer sheets for each section. of questions from each section by the candidate. The answer should be written in the answer book of the same section.
Regardless of what is written in the contents of papers/topics under this curriculum plan, the laws, acts, rules and policies included in the curriculum have been amended or removed as amended or added 3 months prior to the date of the examination.
